Emergency Membership Meeting on Striking in the Case of ICE Escalation in NYC

Adopted by the ALAA Joint Council February 10, 2026

WHEREAS, ICE’s core function is to discipline and divide the working class by enforcing an immigration regime that maintains immigrant workers as a super-exploited underclass, strategically deploying workplace raids in response to collective organizing and strikes, and detaining immigrants who voice opposition to ruling-class policies such as on Palestine;

WHEREAS, ICE tears people from their families, terrorizes communities with militarized raids, maintains horrific conditions in its detention centers, has killed at least 36 people in custody since last year, and has killed multiple people not in custody including Keith Porter Jr in Los Angeles and Silverio Villegas González outside Chicago;

WHEREAS, ICE and CBP have dramatically escalated their attacks on Minneapolis residents, deploying thousands of federal agents, brutalizing, gassing, shooting, and disappearing residents for exercising their constitutional right to assemble and protest, labelling protestors domestic terrorists, kidnapping toddlers, and murdering Renee Good and Alex Jeffrey Pretti—as directed by the Trump administration and funded by both parties;

WHEREAS, the residents of Minneapolis organized a mass day of action on January 23rd, demanding that ICE be kicked out of their city;

WHEREAS, the Trump administration has said they plan to continue spreading the escalation they have deployed in Minneapolis and other cities;

WHEREAS, historically, the collective refusal to labor, including political strikes and political general strikes, has been an essential tool in the working-class fight against the attacks of the ruling class;

WHEREAS, ALAA’s 2017 and 2018 court walkouts were essential to kicking ICE out of criminal courts;

WHEREAS, ALAA understands from experience that organizing a strike requires broad member buy-in and deliberation, which is best achieved through mass democratic mechanisms and transparent membership engagement.

THEREFORE, be it resolved that, ALAA supports the movement to abolish ICE;

Be it further resolved that, in the event of a movement in New York City for a mass response to ICE escalation, the ALAA - UAW 2325 Executive Board shall convene a membership meeting to discuss and vote on whether and how to take labor action including striking. Any strike votes at the meeting must have two-thirds of voters in favor to pass.
